It ensures that all products entering into KSA are in conformity with national product safety and quality requirements. . These certificates are required at customs to prove product conformity and to clear the shipment from the port.

The Product Certificate of Conformity (PCOC) is required to demonstrate that your products have been registered within SABER and are compliant with applicable Technical Regulations. The PCOC is valid for one year upon issuance.

The Shipment Certificate of Conformity (SCOC) cannot be obtained if the PCOC registration has not first been completed. However, an SCOC is required for Customs clearance for each shipment. It is the importer’s responsibility to initiate the process of obtaining an SCOC.

FAQ's

Manufacturers, importers, and distributors of regulated products in Saudi Arabia are required to obtain PCoC and SCoC certifications for their products before they can be sold or distributed.

Products such as electronics, building materials, automotive parts, medical devices, food products, and other regulated goods need PCoC and SCoC certification.

To apply for PCoC: You must submit product details and documents (like test reports) to the SABER platform.

SCoC: Issued after shipment, based on the PCoC and inspection reports, to ensure that products meet Saudi standards upon arrival.

PCoC: Product specifications, test reports from accredited labs, manufacturer’s declaration of conformity, and commercial invoices.

SCoC: Shipping documents, including the PCoC, to verify that the shipment meets Saudi regulations.
