Mellouli Steel Galvanizing Industries FZE (MSGI FZE), a structural steel manufacturer in Jebel Ali Free Zone South, Dubai, engaged Qdot to design and implement one Integrated Management System (IMS) covering quality, environmental management and occupational health and safety. The project was built around the plant's actual work: steel procurement, fabrication, inspection, heavy lifting, storage and the dispatch of steel poles and pylon components.
Working with MSGI's management and shop-floor team, Qdot supported the implementation of ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018 within a single management framework. The three standards were independently certified during the first certification cycle by United Registrar of Systems (ME) FZC (URS), with certificates recorded as issued under Emirates International Accreditation Centre (EIAC) accreditation on 13 July 2026. Qdot provided consultancy and audit-readiness support; URS performed the external certification assessments and issued the certificates.

About Mellouli Steel Galvanizing Industries
The Mellouli group began its steel construction and hot-dip galvanizing activities in Sfax, Tunisia, in 1985. Its wider operations produce structures used in power, telecommunications and infrastructure projects, including towers, line supports, electrical substation structures, lighting poles and masts.
Mellouli Steel Galvanizing Industries FZE is the group's UAE manufacturing company in Jebel Ali Free Zone South, Dubai. This case study concerns the Jebel Ali plant and the certified scope of manufacturing structural steel components, including steel poles and pylons. Although galvanizing forms part of the group's history and company name, it is not listed in this case study's documented certified scope.
Structural steel manufacturing requires tight control of material specifications, traceability, dimensions and weld quality. The same operation must manage cutting, drilling, bending, welding, overhead lifting, hot work, fumes, noise, forklifts and the safe movement of long, heavy finished components. These requirements made quality, environmental control and worker safety closely connected in the plant's day-to-day work.
The Objective: One Management System Built Around the Shop Floor
MSGI wanted a structured management system that matched its Jebel Ali manufacturing activities and supported customer expectations in infrastructure, power and telecommunications supply chains. Rather than treating three ISO standards as three disconnected certification projects, the goal was to make shared processes work together within one operating system.
The project focused on five practical objectives:
- One integrated system: A unified policy and documentation framework, common internal audit programme, coordinated management review and corrective-action process.
- Quality and traceability: Control of incoming steel and mill certificates, fabrication records, welding, dimensional inspection, nonconforming products and dispatch documents.
- Environmental management: Identification of significant aspects and impacts, including steel scrap, other waste, welding fumes, dust, noise, energy use and emergency scenarios.
- Occupational health and safety: Risk assessment for cranes, lifting, hot work, machinery, vehicle movements, loading and the transport of heavy steel products.
- Independent accredited certification: Preparation for external assessment of ISO 9001, ISO 14001 and ISO 45001 within the same certification cycle.
Why MSGI Chose Qdot
- Integration-first expertise. Qdot designs integrated management systems around shared requirements, with standard-specific controls included where needed.
- Experience with steel and heavy-industry processes. The engagement focused on the operational evidence that auditors examine in fabrication plants, not just procedures prepared for a desk review.
- Qualified and experienced consultants. The case-study record describes senior consultants with IRCA lead auditor qualifications and support from Qdot's leadership.
- Plant-specific documentation. Procedures were tailored to MSGI's work activities, materials, inspection and dispatch rather than lifted from generic templates.
- End-to-end consultancy support. Qdot supported system planning, implementation, training, internal assurance and readiness for the independent certification audits.
The Qdot Approach: Design, Implement, Certify
Qdot arranged the work into five connected stages so that operational controls and records could develop alongside the management-system documentation.
Stage 1 — Gap Analysis and Planning
Qdot reviewed the Jebel Ali plant's activities against the three standards, from customer order review and steel purchasing through fabrication, inspection, storage and dispatch. The assessment established the organisational context, interested parties, proposed certification scope and existing processes, and produced an implementation plan agreed with MSGI's management.
Stage 2 — Integrated Management System Design
Qdot developed a common QHSE documentation framework, including:
- Integrated policy and objectives for quality, environmental management and occupational health and safety.
- Operational procedures and records for order review, purchasing, production control, inspection, testing, traceability, calibration and nonconforming products.
- Risks and opportunities, environmental aspects and impacts, and hazard assessments covering core plant activities.
- Legal and other requirements relevant to applicable UAE federal, Dubai and JAFZA environmental and workplace safety obligations.
- A dedicated Transport, Delivery and Dispatch procedure covering safe loading, securing, documentation and delivery of long, heavy poles and pylon components.
The dedicated dispatch procedure was especially relevant because finished steel poles and pylons present risks after fabrication as well as inside the plant. Transport planning, loading and securing were addressed as part of the management system rather than left outside its scope.
Stage 3 — Implementation and Training
Qdot worked with MSGI's team to bring the documented processes into routine practice. Production and inspection personnel applied the controls and generated records from daily work, while awareness training helped managers, supervisors and plant employees understand their responsibilities and the relationship between quality, environment and safety.
Stage 4 — Internal Audit and Management Review
Before the external certification assessments, an internal audit tested implementation across all three standards. The organisation addressed internal findings and held a management review covering system performance, objectives, relevant compliance obligations and resources. This provided a structured readiness check rather than relying solely on completed documentation.
Stage 5 — Certification Audits with URS
United Registrar of Systems (ME) FZC, an independent certification body listed by EIAC for management-system certification, carried out the external Stage 1 and Stage 2 assessments. Qdot supported MSGI with audit preparation and coordination during the process. The supplied case-study record identifies 13 July 2026 as the issue date for the ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018 certificates.
The three certificates share the same documented manufacturing scope and were issued in the first certification cycle.
The Outcome: Three Certifications, One Integrated System
1. A certified IMS across three standards.
MSGI implemented a management framework combining quality, environmental and occupational health and safety requirements, with all three standards certified in the same initial cycle.
2. A clearly defined certified manufacturing scope.
The certificates cover the manufacture of structural steel components, including steel poles and pylons. The scope gives customers and project teams a specific basis for checking the certification against their requirements.
3. Improved traceability from raw material to dispatch.
Incoming material documents, production and inspection records, welding quality, dimensional checks and nonconforming-product controls are managed through defined processes rather than isolated records.
4. Documented control of heavy-manufacturing risks.
The IMS incorporates hazard identification, environmental aspect assessment and relevant controls for heavy lifting, welding, waste, fumes, machinery and finished-product handling.
5. Dispatch controls for long and heavy steel components.
MSGI's Transport, Delivery and Dispatch procedure connects plant operations with loading, securing and transportation responsibilities.
6. A framework that can evolve.
Because shared management-system processes were designed together, future changes in manufacturing scope or management-system requirements can be evaluated within the existing framework rather than automatically requiring separate systems.
A Standout Result: Three Certificates Issued in One Cycle
MSGI's achievement was not simply obtaining three certificates on the same date. The central improvement was the decision to build the common management-system foundations once: integrated documentation, one internal audit programme, coordinated management review and aligned corrective action. Each standard retained the controls specific to its discipline, but those controls were connected to the work carried out by the same plant personnel.
For a manufacturer handling large steel components, that approach matters at the interfaces between activities. A material receipt, weld inspection, crane lift or dispatch operation may involve quality records, environmental impacts and safety precautions at the same time. A unified IMS helps those responsibilities remain visible and manageable in routine operations.

Key Takeaways for Steel Fabricators and Heavy Manufacturers in the UAE
- Build around the processes you actually operate. Cutting, welding, inspection, lifting and dispatch should inform management-system design and the evidence collected for audit.
- Integrate shared ISO requirements from day one. Coordinated documentation, internal audits and management reviews can reduce duplication without removing standard-specific responsibilities.
- Treat transport and dispatch as operational risks. Long, heavy steel products require practical controls for lifting, loading, load securing and handover.
- Make product traceability visible. Connect mill certificates and raw materials to manufacturing, inspection, nonconformity and delivery records.
- Check the accredited scope, not only the logo. Suppliers and buyers should verify the applicable certification standard, exact scope, accreditation and current certificate status.
