How Al Moghera Petroleum Chemical Industries Achieved ISO 9001, 14001 & 45001 Through an Integrated QHSE System

Written By Mohsin ISO Consultant / Trainer

Al Moghera Petroleum Chemical Industries, a petroleum and chemical products manufacturer in Musaffah Industrial Area, Abu Dhabi, worked with Qdot to establish an Integrated Management System (IMS) for quality, environmental management, and occupational health and safety. Starting without an existing certified management system, Al Moghera sought a practical framework that its management and workforce could operate together, rather than three separate sets of ISO paperwork.

Qdot supported the company from its initial gap analysis through documentation, implementation, staff awareness, internal audit, management review, and the independent certification audits. Al Moghera achieved ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018 certification through NORMEIRA (Formerly TUV Apex) Standardization Certifications, an independent certification body accredited by the Emirates International Accreditation Centre (EIAC) for the relevant management-system schemes. The certification body, not Qdot, conducted the external assessment and issued the certificates.

About Al Moghera Petroleum Chemical Industries

Al Moghera Petroleum Chemical Industries manufactures petroleum-based and chemical products in Musaffah, Abu Dhabi. The company serves industrial, commercial and automotive customers who require dependable product quality and supply.

These activities bring quality, environmental and occupational safety requirements together. Raw materials and production batches must be controlled and traceable; chemical handling, storage and dispatch require effective safeguards; and the business must manage issues such as spills, waste oils, contaminated packaging, effluent and emergency preparedness. Employees also work in an environment where chemical exposure, material handling, fire risk and vehicle movement need to be assessed.

These operating conditions made Al Moghera a strong candidate for an integrated QHSE approach. For businesses in the same industrial district, Qdot also provides ISO certification consultancy support in Musaffah and wider ISO consultancy services in Abu Dhabi.

The Objective: From Established Practices to a Certified Integrated System

Al Moghera's leadership wanted to strengthen the organisation's existing working practices by turning them into a measurable, documented management system. The project was a proactive improvement programme, not a response to a particular crisis. The goal was to introduce a structure that would work during normal production and stand up to independent certification audits.

The initial project focused on five connected objectives:

  • One integrated system: Common documentation, a coordinated internal audit programme, one management review and shared corrective-action processes for the three standards.
  • Repeatable product quality: Documented supplier approval, raw-material checks, production and batch records, product specifications, traceability, customer feedback and nonconformity handling.
  • Effective environmental control: Identification of impacts related to hazardous and oily waste, spills, effluent, emissions and resource consumption, supported by applicable legal requirements.
  • Safer working practices: Risk assessments and appropriate controls for chemical handling, fire and explosion hazards, manual handling, forklifts, personal protective equipment, contractors and emergency response.
  • Independent accredited certification: Completion of the certification body's assessments under the applicable accreditation and scheme arrangements.

Why Al Moghera Chose Qdot

  • Integration-first consultancy: Qdot designed a shared management framework covering ISO 9001, ISO 14001 and ISO 45001 instead of three disconnected systems.
  • Manufacturing experience: The consultancy work considered the realities of a petroleum and chemical-products operation, rather than relying on standardised documents alone.
  • Senior technical involvement: The project was led by senior Qdot consultants with IRCA lead auditor qualifications and direct leadership support, as described in the project account.
  • End-to-end project support: The same consultancy programme covered gap assessment, procedures and records, implementation, training, internal audit and support during certification.
  • Clear communication: Qdot helped the client's team understand the sequence of implementation activities and what was expected at each stage.

The Qdot Approach: Five Stages from Gap Analysis to Certification

Qdot structured the assignment as one implementation project. Shared management-system processes were developed once, while specific quality, environmental and occupational health and safety controls were added where required by the operation and each standard.

Stage 1 — Gap Analysis and Planning

The project began with an on-site assessment of existing practices against the three standards. Qdot reviewed the organisation's context, interested parties, management-system scope and core processes, including purchasing, raw-material receipt, manufacturing, storage and dispatch. The findings were translated into a phased implementation plan agreed with management.

Stage 2 — Integrated QHSE Documentation and Process Controls

Qdot developed a customised set of integrated policies, procedures, work instructions, forms and records aligned with Al Moghera's activities. Core elements included:

  • Integrated QHSE policy and objectives covering quality, environmental performance and worker safety.
  • Common documented information and risk registers addressing processes and risks shared across the three standards.
  • Quality and traceability controls for purchasing, raw-material acceptance, batch records and nonconforming outputs.
  • Environmental aspects and impacts register covering waste, spills, effluent, emissions and resource use.
  • Hazard identification and risk assessment (HIRA) for chemical handling, fire, material movement, manual tasks and emergency situations.
  • Legal and other requirements register covering applicable UAE federal and Abu Dhabi environmental and occupational health and safety obligations.

Common requirements were handled through shared documentation so that process owners could maintain one system, while still meeting the distinct requirements of ISO 9001, ISO 14001 and ISO 45001.

A related manufacturing example is Advance Concrete Products' integrated system in Ras Al Khaimah.

Stage 3 — Implementation and Staff Awareness

After developing the IMS framework, Qdot worked with Al Moghera's management, supervisors and staff to implement the new procedures in daily work. Training covered responsibilities, use of forms and records, operational controls and the purpose of the integrated system. The project emphasised evidence generated through real activities instead of documents assembled solely for an upcoming audit.

Stage 4 — Integrated Internal Audit and Management Review

Before the certification assessment, Qdot conducted an internal audit covering all three standards. Findings were addressed, and an integrated management review evaluated performance, objectives, compliance considerations, resources and improvement opportunities. This allowed leadership to assess whether the system was ready for independent external evaluation.

Stage 5 — Certification Audits and Corrective-Action Close-Out

NORMEIRA Standardization Certifications(Formerly TUV Apex) carried out the independent Stage 1 and Stage 2 certification audits. Qdot supported Al Moghera's team throughout the assessment process and helped it respond to the auditors' findings.

The audits resulted in a small number of nonconformities, according to the project account. Qdot and the client team worked through root-cause analysis and corrective actions; the findings were closed to the certification body's satisfaction, and the ISO 9001, ISO 14001 and ISO 45001 certificates were issued. This result reflects a completed initial certification programme rather than an audit without findings.

The Outcome: Three ISO Certifications, One Integrated QHSE Framework

1. An integrated management system certified across three standards.
Al Moghera achieved ISO 9001, ISO 14001 and ISO 45001 certification while operating the management requirements through a common set of policies, procedures, records, audit and review processes.

2. Accredited independent certification.
NORMEIRA(Formerly TUV Apex) issued the certificates following its external assessments. EIAC's public directory lists the certification body for the corresponding quality, environmental and occupational health and safety management-system schemes, subject to verification of the individual certificates and applicable scope.

3. More structured control of chemical-operation risks.
Environmental aspects, chemical handling, spills, waste, emergency planning and workplace hazards were addressed through documented assessments, procedures and legal-requirements tracking.

4. Quality controls applied across the production process.
The integrated system formalised supplier and raw-material controls, product specifications, batch records, traceability and corrective action to support consistent manufacturing operations.

5. Audit findings resolved through a functioning improvement process.
The client team participated in implementation and corrective-action close-out, providing a foundation for ongoing internal audit, management review and future surveillance assessments.

What Made This Project Work: Leadership and Employee Involvement

According to the project account, Al Moghera's management supported the programme from the beginning, made time and resources available, and involved the workforce in documentation, training and internal audit. That engagement helped turn the system into an operational responsibility rather than an isolated documentation assignment.

The few findings raised during the external audits were managed through the new corrective-action process. The company's ability to close them demonstrates why leadership participation, capable process owners and employee involvement matter in a first-time integrated certification project.

Key Takeaways for Petroleum and Chemical Manufacturers in the UAE

  • Integrate related standards from the start. A single IMS can reduce duplicated procedures, audit activities and management reviews while keeping each standard's unique requirements intact.
  • Focus on the actual hazards and impacts. Chemical handling, spill prevention, waste streams, emergency planning and workplace safety should shape the system's operational controls.
  • Keep legal requirements current. Relevant federal and Abu Dhabi environmental and safety obligations should be identified, evaluated and maintained within the management framework.
  • Involve leadership and the workforce. Training, management participation and staff ownership improve the likelihood that procedures will be followed after the certification audit.
  • Verify certification-body accreditation and scope. Check that a prospective independent certification body's accreditation covers the relevant standard and industrial scope before relying on a certificate for customer or tender requirements.
